Board of Coal Mine Health & Safety,

WV Diesel Equipment Commission
The Board of Coal Mine Health and Safety is responsible for reviewing and revising existing health and safety standards for coal mines, and issuing new regulation when appropriate to improve or enhance mine safety. The Board was restructured by the Legislature at the Governor's request in 1982. Since it's creation in 1977, the Board has issued regulations covering various mine safety issues.

Technical Review Committee: is responsible for reviewing petitions for modifications relating to site specific regulations submitted by mine operators or miners recommending appropriate action to the Board of Coal Mine Health and Safety. The TRC, which was created by the Legislature during the 1986 session, may also recommend regulations with industry wide application and pursue other matters relating to mine safety and technology.

and approving each piece of diesel equipment to be used in underground mines.

Board of Miner Training, Education and Certification
Board
of Miner Training, Education and Certification:
is responsible for establishing training and education requirements for all
prospective mines and miners certified by the State; To direct the Director of
the Office of Miners' Health, Safety and Training to apply and implement the
standards set by the Board; and provide a program of continuing miner education
for all categories of certified mines. Since
it's creation in 1974, the board has established requirements for mine
electrician certifications, mine rescue team training, and surface mine foreman
certification; revised requirements for underground mine foreman certification
and the apprentice miner training programs and assisted in development of the
underground mine foreman study guide and established a surface blasters
certification program.

Mine Safety Board of Appeals:
is responsible for hearing appeals of notices of violations and making
determinations on questions of discrimination against miners and of suspension
and revocation of state-issued certifications.

Inspectors' Examining Board:
is responsible for administering examinations for candidates for appointment as
mine inspector; to maintain a register of such candidates; to hear and determine
appeals of mine inspectors from suspension orders made by the Director of the
Office of Miners' Health, Safety and Training.
